That is so sad and I blame the breeder. Even if something happend to mom it is the breeder responsiblity for the pup until it is old enough to atleast eat on it's own. Sounds like to me the breeder was taking the easy way out and didn't care at all. When mine are 12 weeks I worry like crazy when they first go home.
