The breeder registers the litter, and the pet owner registers the dog. Many breeders hold off registration numbers until proof of neutering occurs, and this may be why the dog is registered. Good breeders sell on limited registration, but I can see a future where they will neuter before a dog is placed, some breeders are already doing this, but early neutering may not be good for the dog. This is really sad, but there are so many dishonest people in the world, I'm not sure how else they can protect the dog from being used to make money.
