I have a white bichon and his eyes are almost impossible to keep clean.
I took him to the vet for something different and the vet took out a flea comb and cleaned under his eyes in just a few seconds. I noticed a previous poster mentioned this - and, believe me, it works.
My vet didn't use any water or anything, she just combed through the hair beneath his eyes and he didn't make a fuss or anything - it was done before he knew what was happening.
What she had was a little "crescent-shaped flea comb," a size that would fit in the palm of your hand.
