I'd offer more too. I'm thinking maybe $250. I mean she probably just paid more than $100 to have him neutered so maybe she's trying to recoup some of that. And I have seen alot of rescue's being sold for way more than $100. And I know the fleas are an issue but maybe you could buy frontline and apply it before he even comes home? I adopted a kitten once with infested with fleas but I was able to get them all cleared up with in a day or two and didn't get an infestation in my house so I think it can be done. And I would think most rescue require a bit of training. I read somewhere that the #1 reason dogs are rehomed is housebreaking issues so you might have that problem with most rescue dogs....
