honestly if your vet has not figured it out in 3 weeks i would get to a specialty hospital and take all the tests and consult with internal medicine as they have further education in these type of situations.
Did your vet do endoscopy, xray or ultrasound?
it is true that addison dogs lose weight that is the one sign as my friends bull mastiff has addisons. But there blood work shows some signs as well for this but it does go undetected in alot of dogs as the vet never caught my friends dogs disease until he had an addison crisis. Her dog ate though just was losing weight so not sure.
Has your dog had bile acid testing done for liver?
was anything high or low on blood work?
