That's why they should be kept with mom and litter mates until 12 weeks old. They're better prepared for the transition, and mom sends him on his way with a few doggy etiquette lessons.
I really urge you not to walk a nine week old outside. It is your responsibility now to keep him safe and healthy. I'll be back with some useful information posted by one of the more knowledgeable breeders here.
