Does that matter about his tail? A dog's tail is for communicating with other dogs. In the Uk (thankfully) it is now illegal to dock a dog unless it is a working dog. It wasn't illegal when I got my first yorkie but I prebooked her before she was born to ensure she had her tail. There is nothing better than a yorkie wagging it's tail. It's a beautiful and joyous sight. Sod standards...think about why you want a yorkie and part of a yorkie IS it's tail. Pretty soon the US will catch up with the British Kennel Club and change the standards to include tails and to deal with the health issues caused by these standards. If the US is anything at all like Britain people big companies sponsor the dog shows, etc will stand up and be counted and boycott their events until they change standards.
If you want a yorkie buy a whole one, and that includes the wonderful little waggy thing stuck on their butts.
