I would want to see all the vet records, and also talk to the Vet to be sure the dog is healthy and get the true age of the dog. Considering what you would have to pay for a puppy, then pay for all the shots and neutering, if this dog is confirmed as healthy and has a good temperament this isn't a terrible deal IMO. It sounds like he just needs a little attention, which he has never had, to get him on the right track.
