If I were you I would have ran after her and demanded to apologize and pay for the purse! I would tell her that she should definently keep a leash on that dog too! Did she even tell her dog to stop!? I can't believe she just STOOD there with her hand over her mouth
! People like that drive me crazy! If you see her again, tell her she NEEDS to pay for the purse and apologize immediatly.
