Could there be a snake in your yard? I'm just grasping at straws here but it really does sound like he if afraid of something. How long has this been going on with him? As for the peeing inside I would suggest that you get some bellybands and nip that in the bud immediately.
Keep doing what you are doing and maybe take a really good look around and see if you can find something in the yard that he is afraid of when he goes out.
