The best situation would be to find a chihuahua or small breed rescue in your area and allow them to rehome him... they are experienced in finding new homes and know what they are looking for.
Otherwise, you can post on a local board like craigslist but you need to screen potential homes very carefully, ask for vet references, ask if they own their home, if not contact their landlord to make sure they are allowed to have pets.
