Actually, all USDA kennels are puppymills. That's what the term "mill" means:

Large, high volume commercial kennels are "puppy factories". They produce puppies for the retail pet industry. They are required to be licensed by the USDA.
Not all USDA puppy mills are filthy. Some large facilities like those affiliated with the Hunte Corporation have clean, state of the art facilities. Clean or not, they all mass produce puppies for profit.
The term "puppymill" has come to include large scale breeding operations that are unsanitary, but may not be licensed by the USDA. Only large kennels that wholesale puppies are regulated by the USDA so a lot of these operations slip through the cracks.
