I have a very strict no picking up rule, Sophie Kate is a wiggler and I use that as the reason (and I think its valid).

Last year at our local Farmers Market this little old man saw Sophie Kate in my sling and he made a bee line over to pat her head. I thought it was cute, like a drive by petting. Most the time people are very polite and will ask if they can pet her.
