I was clueless to it as well. A YTer told me to feel under the tail, underneath the anus, if you feel two bulges at the 5 and 7 o'clock positions, then they need to be expressed. However, don't do it yourself. Let your vet show you how. If they are scooting their booty, most likely they need it done. either that or they have poop stuck to their butt.
