It is inexcusable in this day and age for a puppy to die from distemper.

Please report this breeder to your local animal control to have her kennel inspected.

Also, you can file a complaint with the Texas Attorney General's Office, Consumer Protection. Although Texas does not have specific "puppy lemon laws", you are protected under the The Texas Deceptive Trade Practices-Consumer Protection Act.
