She just needs more training (easier said than done, I know). Just don't trust her in the meantime. Take her to a dog park, if you have one available, to let her off-leash and give her the freedom that she wants in a safe setting.
About two months ago, in puppy classes, the trainer told me: "Jezebel has problems with impulse control." Uh, yeah! So, I know what you're going through and I feel your pain!
