I used to work in a groomers and only one of the dogs (a Lhasa Apso) was ever given a drug to calm her and that was one the owner obtained from the vets and gave herself. There's no way we would have given a dog anything but I don't know if things are different over there.

We never had problems with the dogs. One or two younger ones were a bit nervous and jumpy but they soon settled down after a big fuss from us. The one which did have to be doped once came in having spat out her pill. That was no fun for her or us. She only came in for a bath and grooming but she really went ballistic even being groomed at home. We had to muzzle her (she was a biter) and did the best we could but we couldn't let her get too stressed.

I always do my own dogs at home. It's not difficult to do a basic puppy cut and saves a lot of money and stress in the long run.
