My Roxie doesn't like stairs either...and she's not a puppy. She will go down the 3 stairs to get off the front porch when we go out for walks, but that's it. She will not go upstairs to the bedrooms in the house, or follow us downstairs to the basement. It's actually a good thing, though, because I learned that I can leave her out of the playpen when I am out of the house, as I know she will stay on the main floor of the house.
