Have you asked her flat out?
Perhaps she takes her time with your little guy because that's what HE needs. You know, wash & dry...let him rest. Do his ears...rest. Nails...rest and so on. Personally, I'd prefer a groomed that took her time vs one who rushed through.
I'd also ask how your little guy behaves while he's there. You might be very surprised to find out that he does cooperate for her. My old golden would never let me do her nails or ears without a struggle. Yet we found a groomed who just had a way with my big baby. For her, she would sit and let her do whatever needed to be done.
It's also never been my experience that a groomer would give the dog a sedative without having it prescribed by your vet and you administering it. For one, they can't buy them legally. And two, they wouldn't want to run the risk of having something go wrong if they were to be the one to give it.
