I find "don't pick up my dog!" works rather well
Seriously though (yes I do say that if anyone goes to scoop her up without asking! I'd rather be rude than let someone hurt my baby), if someone asks if they can pick her up, I just explain that she's very delicate and if she jumped, she could seriously hurt herself. No-one wants to be responsible for hurting a puppy, so everyone always understands.
