I allow and even encourage petting of Penny she LOVES children and I want her to be very social if I have the short leash on and I have been talking to the person for several minutes I ask if they would like to hold her she just adores other people and the short leash I have is connected to her harness by a key ring so theres no easy snap off and run. I have a very stranger aggressive under socialized border collie and I just want Penny to be very social shes still leary around new people and im pretty picky about who I let hold her but all in all I let strangers hold my dog
