I thought the exact same thing! I would get the police involved, she is now harassing you and your veterinary staff. Please make sure she doesn't find out where you live.....she may try and steal the dog. Let the police know immediately for your own safety. Who knows if this lady every really had a dog...or just wanted to take someone else's.
