How is she doing now? Have you seen her having any hard contractions? Some females do panic when the labor starts. Can you sit on the bed with her and get her to relax? I never try to force any of mine to stay in the whelping box until they are pushing hard. When I have one in labor I just cover my bed with an old comforter and we just hang out on the bed. Once the hard labor starts I move a big whelping wicker basket on the bed and put momma in it. Usually once the first puppy is born the momma will settle down and stay put. Once the pups are all born then I move the momma and babies to the whelping box.
