It is possible but not usual. She is a young female. And it takes a bit of time for the female to settle into a regular cycle. The obvious question at 15mths old is why Bella hasn't been spayed yet? She if you actually do want to breed is way to young yet. Please read the section that another poster referred you to about breeding.
Also if you do want to breed it should be in a planned way. Right now go with the boys response and keep them away from her. She needs to be crated - away from the boys. They need to go separately on walks and for their potty times. You definitely do not want these young dogs to bred yet without all the require health checks.
