How old is your doggie?
Your doggie may have a urinary tract infection. Strong odor is associated with that. You need to take your doggie to the vet so they can get a urine sample to do a urinalysis, unless you can catch a good sample in a small, sterile cup, then refrigerate it immediately and take it to the vet to be tested asap.
