Default Silent Yorkies

I know that there was a thread about this a few days or weeks ago, but I just have a question. Bri never barks. She makes sweet little noises when she plays with her brother, and makes little squeaks when she gets tired, but other than that she's a mute. It's really hard to get her to tell me she has to go potty, because her way is just staring at me. She'll hold it until I take her but I just wish she'd give me something. I have a 1 year old Chihuahua who rings the bell and barks ALL the time. Does anyone have any suggestions to getting her to be a little more vocal. I don't want to encourage her to bark, but I feel awful making her wait until i notice to go potty. Thanks!!
