She is young, give her time. They can't hold it and if she has to go and is in her crate she has no choice. Take love, time, and patience. Just think of her as a baby, she will get there.
why not move her to a expen and put the crate in there with the door open , that way if she has to go she can go on a pad, until she gets it down and/or can hold it longer.
Just remember...just a baby
I know it can be frustrating but they don't understand and just want to give and get love
