Puppy brokers are people or companies who buy from different breeders and sell through pet stores and websites. The contract out with breeders and usually the breeders run puppy mills, but they are always commercial breeder, who breed as a business. A reputable breeder would NEVER sell her dogs this way; a reputable breeder cares about which homes her dogs are placed. A reputable breeder feels responsible for all the offspring that the dog's she sells produces, and ALWAYS sells pets on a spay and neuter contract.
