The breeder probably cut it too short... My older dogs tail was cut too short and is like a little nub as well... I grow the hair longer on his tail and now it actually looks like he has one but if you feel it, it is basically all hair... the vet always laughs when trying to take his temperature because he will hold his tail down so tight and he cant even find it to pull it up (I usually have to do it
