Is he on the same food he was eating at the shelter?
he may not like the food... have you offered him more then one thing?
I usually cook up some rice and chicken... if they eat that they are just being picky and you may need to find a new kibble... if they wont eat that, then I go to the vet because I KNOW something more serious is up!
