It very well could be because marking is a territorial thing, and hormones kinda make them crazy. My boy was older when he was neutered and before he was, he tried to mark my entire living room. With the neuter and some training, he doesn't mark inside AT ALL, and if I wanted, I could walk him without a leash and he doesn't go anywhere, I don't though. But, the only reason he's so well behaved is because I keep up with the training and it's an everyday thing.

Oh, and I forgot to add, a checkup for a health certificate is very different from the genetic testing that is needed to clear a dog for breeding.
