If stopping doesn't help have you tried walking in the opposite direction? As in, you're walking with her and when she see's something excitable she'll try to pull you forward right? Well, you start walking in the opposite direction keeping her close. For this there is short leash only. The good thing is yorkies aren't big enough to over power us. After a few steps turn around again and keep walking. If she gets excited again you turn around again. The whole point of this is to teach her that getting excited and lunging forward doesn't get her where she wants to go. When she behaves she gets to keep walking, which is the reward. Sorry if these techniques aren't working for you. This is what the spcaLA taught me and it works with the pitties at the shelter.
