I see that type of pet ownership too often in my local area. I can't even count the number of dogs that are on chains hooked to trees and run a bare spot in the yard. Who drink out of dirty bucks of rain water and eat from piles of moldy food. With matted hair and bad health.
It is beyond me why they would even want a dog if thats the way they choose to treat them. But for some owners they feel safer knowing theres a dog in the back yard that will bark or deter someone from entering the property or house. And thats truly the ONLY reason they want dogs.

It's heart breaking. Its hard to get in the mix because people like that feel dogs are property and think that as long as they feed it thats enough.

When in fact its not.
