If you went to train him to use a pee pad on your patio I would suggest that you tether him to you at all times while he is inside. Put his harness and leash on and keep him attacked at your side. Every 20 minutes take him our to potty and is he goes he can be given a little freedom but if not he needs to stay right by your side.
I'm not sure why you are opposed to belly bands they will save your carpet. You need to purchase a good Enzymatic cleaner to clean all of the urine stains. Otherwise he will continue to think your entire house is his pee pad.
