No, a vet doesn't have to do it, but performing this procedure does take skill. No way should it be taught via the internet. Something I wouldn't do, you are taking personal liability if something should go wrong.

Elle, is not saying that it should be done by a vet, but not done unless one is instructed up close in personal by a vet.
