I used to work for a board certified vet surgeon and assisted in palate surgeries many times. The surgery is very common in brachycephalic dogs (bulldogs, pugs, bostons...). Glad you went to a specialist to have him looked at as these vets are the most qualified. I'd feel very uncomfortable having a regular vet do something like this.

If the specialist does an airway exam and confirms that this is the problem then i would definitely go through with it.
