Wow...she's only 3 or 4 months old and an outside dog?
I would seriously try to get them to let the dog go to someone who can properly love and care for it.
This puppy could have eaten a rock, a stick or anything that could have caused a blockage and they would never know. I hope the poor little thing is o.k.
