After her having a reaction twice now, I would definitely not get another vaccination except the rabies and get that only when absolutely necessary. Also, you can get a waiver for the rabies vaccine from a vet, but you might have to change vets. If your current vet doesn't seem concerned about her reaction, he may not be willing to sign off on a rabies vaccine waiver.
