Probably he's just excited. Sometimes when male dogs get excited, their penis slides out of the skin covering it. Usually, it goes back in quickly once they calm down. My poodle was neutered and his still did that, usually when I got home for work and he was happy to see me. If the skin itself is red, that's something else altogether.
