Animal Smiley 019 Any Suggestions?

Chip is a 2 1/2 year old male. He is indoors only because we live in the country and don't want any owls, hawks, or coyotes to get him. He has a potty pan (which he likes to pee over the side of!), but also likes to pee in front of the refrige, against the kitchen cabinets, against the washer, against the fence we put up in the service porch to contain him while we're at work, against the side of the potty pan, against the side of his bed, etc. When will he use the potty pan exclusively????? He's worse to keep up with than the kids!! How can I train him out of this? If I catch him, he hangs his head which makes me think he knows it's wrong, but what would he understand to change? Any help would be appreciated...
