I have also paper trained Theo, as I live in the middle east region and it's often too hot for him to go outside during the heat of the day. The solution I've found that really worked with Theo was to use scent drops for each new wee pad I use and, in the beginning, after each time Theo went potty. You can get them at any pet store. That way they are attracted to that one spot to do their business. And yes, as was mentioned above you must keep the wee pad in the one spot. I have two in the house in each guest bath. Theo uses which ever one he is closest to at the time of need. I use this method too when we visit friends. It works wonders! Good luck!
