No this is not true..
There are a couple of theories out there but one is before the turn of the century owners were taxed on the length of their dogs...so they removed the tail...another is it was one way to pull the dog out of holes as they were ratters and there could be even more theories but I quarantee it wasn't because they knocked things off of tables
