Default paper removal

The walls were probably not sized before the first coat was put on. Is the wallpaper a vinyl or a vinyl coated. Did you try spraying it with hot water, waiting a few minutes and then trying to remove it? You can paint over the wallpaper. You need to spackle and sand any areas that are not smooth. Are the seams smooth or overlapped? Once the walls are smooth you need to prime the walls with Kilz primer. Then you can paint.
