Well then I suppose we both have our own opinions. I'm sorry, but when someone makes light of a situation and jokes about how they 'just want their dog to experience the pleasures of sex'...that's exactly how it comes across--as something not being taken seriously.
So, "putting the past behind" as you said. Yes, a neutered male will still on occasion try to mount an unspayed female in heat. As far as your fiend's dog having complications from 'not having sex.' I find that a bit hard to believe. IF it is the case, neutering the dog would have solved the problem...so, not a valid argument.
