Yes, he needs one set of DHPP as a one year booster.
All others (aside from rabies) are non core and very dependent on location and lifestyle. After giving DHPP this year, you can change the schedule to what you and your vet prefer.
Annually is the old way and is not recommended by the experts anymore.
Every three years is fair if you want a set schedule.
Vaccination after a low titer can be okay, but it doesn't show ceillular immunity, so some of us don't really like them.
Stopping after the one year booster is an option (or a combination of all of these things), but most vets do not agree with this yet and because this researching is still ongoing, there is some uncertainty about duration of immunity.
