No, all pups are not full grown at 6 months. Genetic lines are like family lines. If they are bred long enough the breeder gets a pretty good idea of how fast/slow they will grow. Some lines grow slow at the beginning and have growth spurts later and others grow fast at the beginning and then slow or stop. My line has been bred for 10 years and they grow fast and stop around 6 months. When I first started with this combination, I sold puppies I thought would be really big and they didn't get big at all! It took a couple of years before I became confident in how my breeding would grow out. The breeder needs to keep records of growth for comparison. Anytime you add different genetics to the mix, things may turn out differently. My boy Jesse just turned 11 and I will need to add new genetics soon but for now I can still be confident in this line.
Your girls growth depends on the line and if the breeder has been breeding this line for a long enough time and keeping records of it to be able to give you an idea of how big she will be. If it was my line, a pup the size of your girl would probably be about 6 1/2 lbs. full grown. Wish it were that cut and dry but genetics with any family line is sometimes a crap shoot.
