My first thought is that breeders should be responsible. They are the ones in charge of picking out their breeding stock and going forth with questionable matings and we all know that not everyone who purchases a puppy goes ahead and registers it, so that doesn't give the registeries much ground for enforcement especially in the "pet" market. If people realize they have to take responsibility for the puppies they produce by paying vet bills for sick puppies or genetic problems, then they may think twice about wanting their beloved pet to be a mommy. Reducing numbers and healthier animals is really the goal and lower numbers will hurt the registeries too so regardless, if the numbers drop in the puppies produced, the money drops to the registries too. So it would be in everyone best interest to work together for the sake of the animals. Also, (sorry to ramble), in terms of linebreeding/inbreeding, I think a lot of people mate their dogs, then look at pedigrees later (if they even have pedigrees to know the breeding) creating at least part of the problem. However, for the experienced breeding programs, someone once told me it like this... it is linebreeding when it is successful, and inbreeding when it is not.
