My girl has hers and my boy does not.
If I had the choice I would have preferred the breeder to remove them when she was just a puppy but I didnt want to put her through the extra pain and recovery of having them removed during spay... my vet also did not think it was worth it, they are attached securely.
My groomer trims them down and has never complained about them being there.
My personal opinion on the issue is that if they are still there when you get the pup, leave them be unless they are hanging loose or are causing your dog any issues.
