I can only speak to the breeders I know on a personal level. Ovulation testing may not always be performed, but vaginal smears are always done to insure no infection is present that would interfere with producing a healthy litter. But, when one has a virgin bitch that has all the wonderful attributes, they don't want to guesstimate, so it is the best way to establish a bitch's breeding cycle.
