It sounds like your file is trying to be opened by adobe reader instead of the windows picture viewer. To fix that (if it REALLY is a JPG file.. start by right clicking on the file. A menu will drop down .... se3lect the option "open with" and a new menu will drop down.. select windows picture viewer (or whatever picture viewer program you want to use) before you click ok.. also check the box that says "always use this program to open this file type" hope that helps
